If I select a single word I get menu items appropriate to the whole verse:

It's keying off the first word in the selection.
You get the same context menu if you select the word "Then" in your example

In Matt 15:1, the phrase "pharisees and scribes" has been tagged as one entity. You aren't getting "menu items appropriate to the whole verse", you're getting menu items appropriate to the phrase you have right-clicked on.
As Graham notes, if you right-click on a selection, the right-click menu will show details for the first word in that selection. (If it didn't, the context menu could very quickly get out of hand.)
