Hmm, I have to admit that I will have to look into the issue a bit more and talk to a couple people on Monday. I talked to Klaiton on Friday, and he also was not aware of anything going out. Did you just sign up for the Portuguese Newsletter? To my knowledge there is currently no functional welcome e-mail upon sign-up, but this is what it looks like to me.
