Why doesn't this work on the collection side? I'm trying to make my rule more precise.

Yes - the syntax is correct and works some of the time.
The filter in the Collections tool applies only to the metadata of the resources. Despite sharing a common syntax with searches, the resource filter (seen also in the library panel) is not the same thing, and can't be used interchangeably.
I THINK I've got it ... well on to the next experiment ...
