Video stalls when watching Mobile Ed courses

i have been working through some Mobile Ed courses on my iPad and on all (I think all) videos they stop playing after 13 seconds as below:

if I tap "pause" and then "play" it starts up again and runs through to the end without any problems.

I haven't downloaded the video files but have a good Internet connection (I have seen this problem on different networks)

Anyone else seeing this?

I have seen it once or twice, but I have not noticed it in a while.
