1. This is the original paper book format
2. The format and language caused you to make two resources
3. BIG Problem ... there is no way to link them to scroll together. Switching to page view helps but .... come on, the computer ought to be easier not harder ... let them link by adjacent page
Or, you could actual index by chapter and verse and as a linked set they would scroll together ...
If you really wanted to be a class act, you might consider a default multi-view panel for this type of situation ....
