Is there a way to move highlights/annotations from one document to another?
If you have the document open if either full or compact mode you should be able to drag the icon associated with the note to another document.

They need to be moved one at a time, there is no bulk move capability

When I try to drag one note to another document, it just drags the resource into a new tab rather than moving the note itself. Any thoughts?
Never mind! The wiki pointed out I need to click to the left of the content, not on the resource.

If I made notes in one Bible and drag and drop to a new Bible would it now link to that Bible or just stick that file in the other file?
Technically notes aren't "made" in a Bible - they are created in a Notes document (even if they are created from within a resource) and link to a Bible (or other resource).
So dragging them from one Notes document to another simply changes where they are stored not what they point to.
Does that make sense?
