Loading layouts

I have a Surface Book and a Surface Pro 3. This problem happens on both machines in Tablet mode. When I attempt to load a new layout the screen only shows part of the layout. Menus are not to be found. Must restart the app and hope I have enough of the menu bar to minimize and then go to full screen which corrects the problem? Does anyone else have this problem? Am I alone?

A screenshot of what you see would be useful. I too have a Surface Pro 3. I don't use the Tablet mode. For the sake of your question I played around with this setting. My observation is that I was not able to note any behavior that reproduces your experience as I understand it. I did find that in Tablet mode I could not minimize my screens even the floating panels are full screen. I have included screenshots. First, full screen in Tablet mode. Second, full screen with a floating panel in non-Tablet mode. Finally, is a split screen with a floating panel in Tablet mode.

As you can see my menus are all visible in every case.

It appears you are in portrait view (another feature I do not use). I played with this setting and discovered a few behaviors. Importantly, I was able to duplicate the behavior that generated your question [:)] Secondly, I found that I was able to exit this screen without reloading the program. Here's how: select the three panel icon --> select inside the panel your interested in displaying --> a menu of choices is displayed --> choose either "snap right or "snap left" --> the panel re-sizes accordingly --> now you can drag the split screen to re-size the panel to full screen.
