Pre-pub: Narrow Your Results: put Language on top, above Topic

Currently, Narrow Your Results, seen at the very left of the Pre-Pub page, starts at the top with Topic.

I suggest, for the convenience of all, that Language get moved to the top of this column of options. 

I believe this will improve the speed of the search for all who use this search methodology.
