Yes, this may be. This is the 'new normal' since Logos changed the way dynamic pricing is calculated and probably always was the case for collections without dynamic pricing (maybe it is only visible in these days of low collection rebates): the collections don't follow the current price of the included resources, but their standard price, which may mean that a resource currently on sale gives a higher rebate on this resource than the collection gives on all (with DP: outstanding) resources.
In a case like this, to get the best value for your dollars, the strategy probably would be to find the resource on sale, buy it separately and then look at the dynamic pricing of the collection again.
