Do I get the King James Version and Concordance with the Starter Set?

Yes, KJV (and numerous other translations) are included. From the Starter Package Page, (https://www.logos.com/product/81146/starter) it describes:
So, if by "Concordance" you mean something like "Strong's Exhaustive Concordance," you will be able to find all the occurrences of any particular word in your bible across several translations and be able to access what Hebrew/Greek/Aramaic word that the english word is translated from.
There is also a dataset called "Concordance" that I'm not too familiar with, if that's what you're referencing. Not sure if that is in the Started Features, though.
Welcome to the forums. https://www.logos.com/product/81146/starter shows the KJV is included in the starter package. Search functions replace the need for a concordance so it doesn't appear that one is included.

You do get the KJV.
But the Concordance Tool is in the "full feature set" avaiqlable with Bronze and above so not included in the Starter Base Package.
If you subscribe to Logos Now you will get the full feature set - including Concordance - but this requires an annual subscription. Details at https://www.logos.com/now
