Wrong Voice in NIV2011 Hosea 3:1

Not sure if this is the right place to report this (please let me know the right forum if need be), or perchance I misunderstand how the Voice Graphic works. But in NIV2011, at Hosea 3:1 When the Lord speaks in that voice it indicates that Hosea is speaking - which is correct later on in v3

Am I correct in seeing that this is a "bug"?

It looks like you're hovering over the "Addressee" icon, which shows to whom the speech was addressed. (The speaker icon looks like a megaphone and is controlled by the "Speaker labels" visual filter.)
