Bug 7.0 SR-1: Media Download Queue is lost after a restart

To reproduce:

Queue up some media downloads. Notice that the resource menu now says "Cancel Media Download" instead of "Download All Media".
Restart Logos before the download is complete.

Result:

When you re-open the resource menu, the menu says "Download All Media", demonstrating that the downloads have all been cancelled without warning or explanation.

Expected Behaviour:

Downloads to resume on restarting, or continue in the background using the indexer. At the very least I'd expect a warning when trying to close Logos.

Does the menu not also say "delete downloaded media" this should indicate that some media has downloaded.

In my case I'd queued up several downloads from different resource, so some of them hadn't even started. The point was that I'd had no feedback saying the download had failed, so I assumed it had worked (or was still in progress).
