BUG: Notes and pericope headings in biblical text

When I attempt to tie a note to the non-scriptural pericope heading, I am given the option to connect the note to the selection, as I expect, but also to a reference, which I do not expect because the text is not scriptural.

    With Beta 12, the note attachment logic has changed significantly from previous releases:

    Previously, if the user made an explicit selection, the note would always be attached to the selected text. Now, however, the user is given options on what they want to attach the note to.

    The reason you see the reference listed is that the NRSV has a Bible reference milestone that precedes that text. That is, if you type "Ps 1:1" into the navigation bar for that resource, the resource will jump to a position before that heading.

    The resource properly knows that the preicope heading is non-biblical (and it won't show up in Bible search results for "ways"), but because the text follows the reference you are given the option to attach the note to Ps 1:1 instead of the text you selected.

    Makes sense ... and explains that a previously reported problem was actually a tagging error rather than a software error. Now, I'll be able to report them correctly.
