It would be nice to be able to just download the resources I want rather than have to download program updates as well, especially when on a mobile connection.
This has been requested and discussed on a number of occasions and I believe Faithlife are looking at ways of making this possible.
But please also remember that some resources require program updates to work properly
As Graham said, this is been discussed several times. I've seen two recent forum threads about this very topic. And, as Graham also said, the faith life folks replied and said this had been kicked around some in their shop. Keep in mind that your OP is really about two separate and distinct issues. The first is the issue of downloading resources, whether it's on your desktop or your mobile device ( those resources are automatically downloaded on your desktop, but are not automatically downloaded on your mobile device. On your mobile device you have to choose for them to be stored locally).
The second issue relates to program updates, which is a separate download from resource downloads.
So I assume you're saying that you do not want all of the resources licensed to you to download locally to your desktop, and would like to choose which resources, or perhaps which series, are stored locally, and I assume you're not saying you wish to decline receiving program updates.
I would think that you would want the program updates to download automatically. They typically are very small in size, and are usually important. They bring new features to the table, or fix bugs or issues related to broken features, or enhancemenus, etc, etc.
I think the point he is making is the problem of having to download both program updates and resources together if they are pending. That's problematic if you're using a metered connection like a mobile phone wifi hotspot.
The scenario is this: you just bought a book. It's a 1 MB download. At the same time FL pushes through a Tuesday update. It's 150MB. They also retagged Westminster Theological Journal for the 37th time, and those updates are another 30MB. So, you've got an update notification for 181MB when all you want is your 1 MB book. You don't have a choice but to download it all, and if for whatever reason you're forced to do it over a metered connection, a good chunk of bandwidth has been consumed in order to just get the one small part you want. That's a problem.
There are other scenarios where this is a less than desirable behavior--for example, when an update gets released with some unfortunate bugs that you're able to read about on the forum. You can hold off downloading it until it's fixed because you don't have automatic updates enables. But you bought a book at the same time and want it? Too bad, it's all or nothing...
Libronix had this capability. I don't get some of the sentimentality for "Libby," but this is one feature I miss.

According to the release notes, at least, this program update only includes a bug fix for Mac users. Why should Windows users have to download it at all? (BTW, doesn't forcing everyone to get it cost FL money for the bandwidth?) I'd rather skip it and wait until the next release that is actually relevant.
If you have a resource you've just purchased, even if it's only 500KB, you still have to needlessly download ~200MB of program updates to get it.
