Can't always add notes when marking text

I've noticed in Logos 7 that when I mark text and right-click, I'm not always present with the option to add a note to my notes file. I have Logos 7 Starter Feature Set with Logos Platinum (I didn't upgrade to the latest Platinum version, I just purchased the Starter Feature Set).

If I mark text that includes a verse number or some other type of mark (such as a cross-reference) and right-click, I do get the option to add a note. If I mark text that has no verse numbers/cross-reference letters, I don't get the option to add a note.

Is this behavior by design or am I doing something wrong? If it is by design, it seems, then, that I can't necessarily mark a single word or a phrase that contains no verse numbers/cross-reference letters and add notes for that word/phrase. This is very limiting.

When you don't get the option to add a note, what is selected on the right of the right- click menu?

You need to ensure it is the word or phrase at / near the top
