With any of my saved layouts, I can click the update active shortcut on my shortcut bar to save any changes. This does not work with the new QS or HP layouts. I must open the Layouts menu and save over the old one there.

Yes, they are intended to be saved as a regular named layout as they are not a named layout (no name in title bar, update active is greyed out in Layouts menu).
