Bug? Why does a resource present opening itself as an option?

Why does the system waste a slot in the top 5 for the resource itself? Why don't we get the top 5 excluding the present resource?

Currently, resources aren't filtered out of the KeyLink list even if they're already open, e.g.,
Of course, sometimes you do want the current resource to appear in that list:
We could probably add logic to filter out a resource if it's the active resource, and the active milestone is the reference you clicked on (or maybe visible on the screen?) and whatever other criteria are needed.
OTOH, the consistency of the current approach has some advantages: the code is simpler, the documentation is straightforward, the resources shown always match the top ones in Power Lookup and F7 Instant Comparison (and your Prioritization list).
Finally, if the end goal is to make it easier to navigate to the same milestone in a different resource, there are probably much better ways to do it than freeing up one slot on the context menu.
