MacOS Emoji Highlights

I was wondering if I could get some feedback on this. I am trying to create a highlighter that inserts an emoji symbol before the highlighted text. It seemed that this should be no problem, since the emoji are system standard. However, it does not appear to be working for me.
From the Highlighter panel, I am using the "Insert Text | Text Before" option. From there I copy my emoji into the text panel. However, when I do this, the emoji does not appear with my highlight. It just creates a blank space. I tried changing the font to "Apple Color Emoji", but that doesn't change the result.
Am I missing something or is this not possible using emoji?

You might try the Image option instead

I'm sure that would accomplish the final outcome, but the steps to get there would be overburdened. I don't want to mess with creating images for each Emoji I'd like to use when they already exist on my system. I don't see why I shouldn't be able to use Emoji, especially if I can select the corresponding font to display the "Before Text."

I think the answer is that the notes engine does not utilize that portion of the OS, which is why you don't see it in your text.
