In the below resource I purchased today, it lists 37 color photographs in the index but I cannot find them in my resource while looking on my iPad. The product page doesn't mention anything about these not being included. Do they exist but maybe only on desktop?

I can't speak for mobile devices (Android, iPad) but the 37 plates are listed under Color Photographs in the TOC on my desktop (you have to hover to see the photos).
I have 2 Editions of this:

THOMAS-NELSON has always been a reliable source in whatever Biblical and Scholarly resources that they publish. I have many of their works and their sources are very reliable. This resource also has the color photos in the body of the book, as well as the TOC. This is also the latest version, 1999.
"ILLUSTRATED MANNERS AND CUSTOMS OF THE BIBLE" do not have the color photos in the body of the book, only Black & White Photos. Their color photos can only be found by clicking on the TOC in the Sidebar. This version is 1980, 1995.
