Is it possible to add a note to the beginning of a passage without it being attached to the translation’s section heading?
Richard, I think the issue is with how the Bible is tagged. The section heading is part of V18 in your case. Not part of the Bible text, but part of what is referenced as V18. You could go to the visual filters, check "Bible text only" and uncheck "Non-Bible text". This takes the heading out. But the note indicator will still be above the text.

This will happen for a note "by reference", but if you choose highlighted text at the beginning the note icon will appear where you want it.
