Adding notes to a verse, not specific to a translation

How can I add notes to a Bible passage that are viewable across all translations with that passage? Is that possible without adding a separate Document?

Yes. You must add the note to the REFERENCE, not the SELECTION. Is your question about mobile or desktop?

I use both mobile (iOs) and desktop (Mac), so I'd like to know how to do it in both versions.

I am not in a position to post screenshots right now. I'll walk you through it, but if you need more help let us know!
- On Desktop: When the "right click" menu pops up to create a note, examine the upper right hand side of the menu. You will discover different "tabs" which alter the choices on the left hand side of the menu. One tab is for "selection," and another is for "reference." If you want the note to appear in all versified resources, choose "reference."
- On Mobile: There are two tabs at the top of a new note. Choose "reference" tab.
