Sorry to hear you are having problems.
The only way I can get new reading plans to appear on either mobile device is to uninstall/reinstall Logos.
Instead of reinstalling Logos (I assume you mean the mobile app) try "killing" it and restarting it. Does that cause the reading plans to appear
If not, can you check in the Documents menu on the iPad and see if the reading plans are present there?

Did you check to see if the reading plan document synced to the device? What about documents.logos.com? Did you trying killing the app? Restarting the device?
EDIT: I see you replied at the same time. [:)]
Try the other options if it happens again.

I'm wondering if the problem I'm having with reading plans is related to this issue:
You got me to thinking. I set up a new clippings doc and a new notes doc on my desktop. The notes doc appeared on my iPad but the clippings doc did not.
You may be seeing the same issue as reported at https://community.logos.com/forums/p/136478/884119.aspx - which is due to a problem on Logos servers.
If so, once that is fixed things should start working for you again.
