A few users have come unstuck on the forums because the reference box was showing page number so PRS didn't come up. It might be helpful to clarify that not only must the resource have a headword or bible reference, but that it must be currently selected.

very interesting. i tried excluding the Tyndale dictionary in my collection. And wah-la, the collection disappeared from the PR. It make sense, since the current resource is always tagged in the list.

Someone at the Morris Proctor seminar shared a trick with me about Parallel Resources, by the way. If you have, say, several different commentary collections (one each for Critical/Language, Exegetical/Homiletical, and Devotional/Application) and you want to be able to jump to a commentary in any one of these parallel resources sets from any other one, just pick one commentary (say Bible Knowledge Commentary) to put in all three of the collections. Then all three sets will show up in parallel columns in the Parallel resource sets dropdown all the time, even if the particular commentary you happen to be looking at isn't in all three sets.
[Note: I can't test this right now to see if it works, as my parallel resource sets appear to be broken in 4.0c Beta 1]

The trick is to include a complete single-volume commentary in all three collections. When that resource is selected all three collections could be shown as PRS', depending on the reference. If the common resource is less than complete it will not appear in any PRS' for some references and the ability to swap sets is lost.

(I've listed the commentaries in each collection that can display the current reference/passage).
If the current resource is Comm1-3, only Collection1 will be shown as a PRS. Only if you select Common is it possible for all three collections to be shown.
I've never seen the point of this 'trick'. You can just click the '+' button as before to switch to a commentary outside of your sets, or you can choose a commentary from "all parallel resources".
It has an L3 legacy, where there was no other alternative ( and its "all parallel resources" list was too long).
