Moving highlight notes from one note file to another

I unthinkingly added highlights to the wrong note file. I have read about dragging and dropping notes from one note file to another, but I can't seem to do it with these. When I click and drag to the other note file, it simply opens the resource to the highlighted location. I'm probably missing something, but I can't figure out just what.

Do you click-and-hold on the note icon?  When you do, and then drag a bit, you should see that you have "gotten hold of" the note and can drag-and-drop to another note file.
