According to FL, that's their way of "letting you know" that it will be cheaper to purchase the items separately. It usually occurs when bundle items individually go on sale, and the sale does not also apply to the bundle.
It's not very intuitive or friendly, but the issue has been brought up many times over the years, and likely won't change under the present store.
I suspect this is because every product page has to be generated manually, and FL doesn't have the time or resources to dynamically adjust prices of bundles when their items go on sale.
Having said all that, situations like this can work out in your favor, if you buy the sale items first, then (look at the bundles's new price and) buy the bundle. In some circumstances, the new bundle price difference will save you more than what you paid for the sale items separately.
