BUG: Page Up/Down does not work in

Pressing page up and down has no effect in Search Panes, Program Settings Pane, Cited by Pane, probably lots of other places.  It works in Resource Panes, Power Lookup Pane, probably lots of other places.  A bit frustrating on a tablet where I'm using swipes to do page up/page down and the scroll bar is small to tap with a finger.
