Restricted when Resizing Panels?

When I resize the panels in my layouts (vertical and horizontal) I seem to be restricted to certain 'snap to' positions instead of a more smooth action, like when resizing a window on my desktop. For me, on my screen, I can only move my panel edges in approx. 1/4 inch increments. I'm just wondering if this is normal or not?

    this is the way Logos4 works for me too. It is annoying sometimes, but i have grown to accept it and it hasn't hampered my study. i have seldom used Logos3 lately (but on occasion use it).

    Yes, that is normal for me. I seldom change my pane size once I've decided on a layout, but you know that it will go back to the original size without too much bother.
