Allow ability to view and edit Short Title from within a resource's Info Panel

Currently you have to open the Library and find a resource and edit its info panel there in order to add a Short Title.

But it would be great if from the open resource, you could simply open its info panel and view or edit the Short Title.

I think that the inconsistencies between the info panel as it shows up in the Library and as it shows when opened from a resource have been noted before, but this in particular is something I keep bumping up against.
