When the Notes are in compact form, I select a note on which I wish to work, the expanded view always opens to the 1st note. I had envisioned being able to select the note and opening directly to it.
If I understand you correctly, when you click on a note title and then click on Compact View to go back to expanded view, the note is unfocused and the top of the note file is visible. You are suggesting it take into account if you are editing a note and stay focused on that one when expanding, correct?

I would like to be able to expand just one or two of my notes when the note file is collapsed.
Yes, the current implementation isn't very helpful to me. It doesn't allow one to easily navigate the note file, which should be the goal.
I would still prefer a table of contents pane like regular resources have. That would allow me to see the collapsed view (in the TOC) while at the same time being able to see the note contents.

I was hoping that the collapsing of the notes would work as a TOC, but it doesn't. I too would LOVE to have our L3 TOC back.
