Divine speech, quotation marks, and the Davidic Covenant in the NRSV

Any insight as to why the divine revelation is not in quotation marks in 2 Samuel 7:5–16 (NRSV); 1 Chronicles 17:4–14 (NRSV) when it is in 1 Kings 19:9 (NRSV) (or other revelations such as Gen 15:4 NRSV)? The Davidic covenant oracle is in quotation marks in other versions I checked.

It is also in quotation marks in Joseph's dreams in Matthew 2:13, 19-20 (NRSV).

Another similar example is 1 Kings 11:31–39 (NRSV). The introductory words of Ahijah to the oracle of YHWH are not enclosed in quotation marks, only the actual oracle is. By contrast, the NASB and ESV have double quotation marks where Ahijah's speech begins, and simple quotation marks for the cited words of YHWH.

I don't have a print version of the NRSV to check whether this is what they do also.

I have viewed the passages in NRSV on a couple of bible reading sites and they also lack quotation marks.
