bug:Course Tool Incorrectly Reporting Locked Resources

Course tool on Web app is incorrectly indicating Factbook and Atlas are locked. This is a false negative given the level of access of my account and the fact these two features are currently available via the web app.

    Hi Disciple,

    We recently updated the Courses Tool. I'm not certain whether this was fixed, but can you please let us know if this is still an issue? Also, is it an issue in the desktop or just the web? Thanks!
