I accessed The New International Greek Testament Commentary (13 vols.).
The system quoted the dynamic price of $38.26 because The New International Greek Testament Commentary: The Epistle to the Romans was not accounted for.
I have this resource. Perhaps there's a small error in the dynamic pricing algorithm.

Hi Lee,
Sorry for the confusion here.
It looks like your access to the NIGTC volume on Romans is part of a group license administered by SIL. Because it is a temporary license, you only have temporary access to the book, not permanent ownership.
Our dynamic pricing calculator does not account for temporary access of a resource because we don't know how long the license lasts and we also want you to be able to buy it if you'd like.
Let me know if that clears this up or if you have any other questions.
Thanks,
Ben
