I get that we can't filter Resource...maybe Field but that's just weird. Why won't it filter Range?

You are not guaranteed that the Fuzzy Bible search results include all possible places where the given terms are used. In fact, if you just do a Bible search on the word grace in the ESV (with "match all word forms" turned on), you'll get 135 results, which is more than the 98 listed for Fuzzy Bible Search. In fact, particularly if you use a phrase for the search (which is what Fuzzy Bible Search was designed for and operates best with), it is rare that any of the results after the first few are of much use.
For these reasons, I'm not seeing a good use case for being able to create a passage list. It won't be complete, and in the case of searching a phrase, many of the results won't even be useful.
What's your use case that I'm not thinking of? And why aren't you just using the Bible Results, particularly if you are just looking for a single word?
What originally caught my eye in the OP is that Fuzzy search ignored the Filter for Old Testament and most of it's results were NT. It's a goofy do-nothing search that came about from playing with Faithlife Assistant: "Search my bible for grace" and search used the previous search parameters which was Old Testament. That just looked very weird to me, seeing the OT filter and tons of new testament results. It may be reasonable, given the intent of fuzzy search, but it still looks very strange to my eyes.
I agree with you that the passage list is probably seldom useful given the intent of Fuzzy Search. It seemed useful last night when I was going through the results of that ridiculous search, and I wanted to sort it in canon order to better see if many OT references were in there. A use that is way outside of what is called for.

Remember that it was originally implemented in Basic Everything Search; where it gives the same results. In your case it is showing that you would never have found the term with the search parameters you used!
I have created a case to have the Fuzzy Bible Search respect the current range.
