Tool Tips on links in panel locator bar would be very helpful.

In the example below, the resource has a deep table of contents. If you want to move up to a higher level in the hierarchy you don't know which level to click on because you can't see the names of the many layers above where you are. It makes the locator bar rather useless.
Yes, I can open the table of contents to see where I am and where I want to go, but with so many levels I have to open it very wide, which shrinks the reading area, then after navigating to where I want to go, I have to close the table of contents again. (Sorry, you know how click- and scroll-sensitive we users are.)
It would be very helpful to have tool tips that pop-up the name of each level as you hover over the links so you can see which level you want to move up to. One click takes you to where you want to go - much easier and faster than navigating through the table of contents.
In this example, the pointer is hovering over the last level, but no information is offered in a pop-up tool tip, so I don't even know where I'm at in the book (other than the page number).
