Moving Tab over Favorites does not allow new tab position

I have a panel with a number of tabs including Favorites. If the Favorites tab is the currently selected one and I attempt to move another tab into the bottom of its panel intending to split the area in to two panels, one over the other, I never get the shaded blue area indicating the new panel location. It only thinks that I want to add something to Favorites.

I can see why it behaves this way but this behavior is is not consistent with the way tabs usually behave when rearranging a layout. I would suggest that if you go close enough to the bottom of the Favorites panel, that you would be prompted with a blue region.

EDIT: when Favorites is in a tab as per your example I can only get it to stack by moving close to the top!

EDIT:with Favourites in its own panel I can stack by moving to the top of the panel or close to the bottom of the panel.

But it appears that it is reluctant to attach a scroll bar to accommodate the information you have.

I can get another panel to tile on the bottom half of the Favorites folder if I start with the Bookmarks area collapsed and then drag to just over the line dividing the main Favorites panel from the Bookmarks area. Once the Bookmarks area is expanded, though, I need to drag to the very bottom of the Bookmarks area in order to get the lower-half panel to turn blue. I had to fiddle around with it for a while to figure out the magic movement that would make it work. [EDIT: This works for me regardless of whether Favorites is in a regular-sized tab or in its own restricted sidebar panel.]

I can see why it doesn't let you just drop anywhere in the lower half of the Favorites panel, because that's what you do to drop that panel into your Favorites panel, and there's be no way to distinguish between those two intents. So this is one of those UI connundrums. I think they've done the best they could with it.
