I've seen a few posts asking about this and lamenting the issue: Getting footnotes to work on Pages. Pages unfortunately does not recognize the text format that all other text editors recognize. Due to that a separate exporter would have to be written just for Pages which would take a significant amount development resources.
That having been said footnotes will come to Pages, but as with everything else there is no set release date. So please be patient with us. Until then, use the tricks others have posted about getting it to work in the meantime.
