This has been going on for several updates (7.8 ... ). I'm on the latest (7.10)
On a touch-enabled tablet, navigating in the Program Settings panel is buggy. Sometimes I cannot get focus to click on the radio button. Also the scroll goes in the opposite vertical direction as expected.
