That would make sense. There are several places where 20% is referenced (particularly https://www.logos.com/basepackages).
You can also get a stacked additional discount if you purchase a feature set with a library. I ended up with about 31% off a library. If you check out the bigger libraries, you may even find it's actually cheaper to get a feature set with the library. If you already have the full feature set, you can add the extended feature set to kick in the extra discount. In the example below, the extended feature set increases the discount from the Logos Now 25% to roughly 31% for the library and 44% for the features.
