In the NRSV, using the up/down arrows to navigate to the next or previous article moves from one from pericope to pericope. In the NASB95, the same functionality moves one from chapter to chapter even though there are also pericope titles.
This is a good point. Same is true for the ESV and the NIV2011. Interestingly, the YNIV does have pericope navigation. The solution, of course, is tagging the pericope headings as a third-level heading, which would also make the TOC more useful.

Can the new note system be designed so as not to be dependent no the old inconsistent article system remaining locked in forever?
Francis, can you be more specific about how the article discussion relates to notes?
In the post Bradley cross-referenced above, he mentions that an obstacle to harmonising the articles across Bibles is that it could cause displacement of notes and highlights.
Oh, I see.
That has to do with how address and store positions in the text of resources and none of that is changing with the new notes system.
