Home Page Does Not Scroll Using Touch Input

Using Logos 7.12 SR1 Desktop on Windows 10 tablet and laptop both with touch input screens. The reading panels scroll by swiping up or down but the home screen treats the touch input as if I'm selecting something.

Is there a setting to turn on touch scrolling on all panels or is this an issue with the software?
