BUG: inconsistent flagging of notes in web app

This may be a misunderstanding on my part - something explained during my hiatus but why is one note flagged in the resource and the other is not? I do get the flashing circle taking my eye to the right place on the one when it is not flagged.

    Hi MJ, sorry about the problem. I have reproduced it and verified that we have an issue with certain resources not loading notes and highlights. We are working on it and hope to have a fix out soon.
