Isn't that because IX was an INDEX, and the Logos Indexing is a lot better?

You are right, that volume doesn't exist in Logos 4 either. Whatever the reason, it clearly isn't missing from the iphone app. A definitive response about why volume IX doesn't exist would be nice. Does anyone have it in hardback to confirm that it is the index?

In the printed edition Volume 9 contains Gospel of Peter, Diatessaron, Testament of Abraham, Epistles of Clement, Origen and some miscellaneous works.
So it does appear to be an important volume that is simply missing.

If you go to the ECF product page, you will find your definitive answer:

Note:
Volume 9 in the original print edition of the Ante-Nicene Fathers was a
subject index for the other volumes. Volume 10 was a supplemental
volume that was published after the first nine volumes. Since our own
indexing is much more accurate than the print volume indexing, we chose
not to include volume 9. Also, be aware that later print editions of the
Ante-Nicene Fathers changed the order of volumes 9 and 10. So more
recent source that cite volume 9 may acutally be referring to what you
will actually find in our volume 10.MacBook Pro (2019), ThinkPad E540
