The best way I can think of to find the exact resource that he is refering to is to do a basic search of that resource for the author's name and book name abbreviation. Doing that yeilds the following result.

In WBC series a new section of the commentary always starts with a Bibliography. When Dunn cites Meyer, "Formula" 201-4, he is referring to the Bibliography on page 161-2, where we find the following reference:
Meyer, B.F. "The Pre-Pauline Formula in Rom 3:25-26a." NTS 29 (1983) 198-208.
That tells me that in the academic journal New Testament Studies volume 29, published in 1983 on pages 198-208 you will find the article to which Dunn is referring. I have checked the Logos resources and it is not available there. I have checked my university e-journals and NTS is only available from 1999, so if you want to read the article then I'm afraid that you will have to read it in a university library. (I understand from other posts that you are in Germany, so I am unclear about access arrangements, but in Scotland members of the public can visit the university and consult books or journals from their collections within the library. I would hope that similar arrangements exist in Germany.) NTS is a respected academic journal published by Cambridge University, so I would imagine that German universities which have a biblical studies department would have that journal.

Well I am notable to find it anywhere apart from the Logos resources I already own, any wayI would gladly welcome any help to look at the resources in my library, whichenables me to study the book of Romans in depth. Just a comment I'd like to add here, on Romans 3:23 which is so often used to "prove" we are all sinners. Its used in the little booklets about 4 steps to God and such like.
Well, my point is that it DOES say we are all sinners, but if we back up a little, its saying something so much more.
For me, its really saying:
"For there is no distinction: ... [we] are justified by his grace as a gift, through the redemption that is in Christ Jesus, whom God put forward as a propitiation by his blood, to be received by faith ..."
Its so easy to focus on how we are all sinners, the bit I edited out for effect here, and we can fail to notice one of the most important themes in the Bible.
I know its covered by your key words you list above, but I so often hear people quote Romans 3:23 only as a beat-up, but not the gift part.

Tes, I think we are in agreement here. The single verse 3:23 is not intended to stand all by itself. Its part of something bigger here.
I think a given verse can speak to believers and unbelievers at the same time.
A verse like "God <something> the just, but the wicked shall <something else>" clearly speaks to both sides.
