"Replace with Passage" no longer working to replace Bible text reference with Bible text

I have looked at previous forum articles, but they did not help.  I'm using a 2015 MacBook Pro and Logos Bible Software 7.13

7.13.0.0017

My Command+Shift+E doesn't work and I tried rebinding it to CTRL-COMMAND-SHIFT_B as suggested in another forum article and it doesn't work.  The text just highlights like it's going to do something and "de-highlights" - not sure why.  Both commands are there and checked and rechecked multiple times and it doesn't work.

Thanks for any help to resolve this.  It's a very important shortcut command that really helps me save a lot of time.
