I really like what has been added to the notes features. It is much easier to create links.

Can I also create links between resource articles, cross-references, etc?

My current project: I  have sometimes created "chain" links in some books of the bible to be able to take people through a series of passages on a given topic - such as, references to heaing, salvation / instances of people who prayed, etc. In my hard copies of Bibles I have owned I have a passage highlighted in some way with a topic heading written in the margin and underneath - the previous passage in the chain and the next passage in the chain. At the end of the chain, I put the first scripture which completes the circle.

In l4, should I use: notes, clippings or something else to accomplish this?

Any suggestions would be helpful as I don't want to dive in and get heavily invested in one approach only to later discover there is a better way to organize my work.

The only way to create links would be to craft a note file, then embed the link to the next resource in it.

For instance, if building a "Roman's Road " link set. you'd put a note at Romans 3:23 and have as the body of the note, a link to Romans 6:23, etc... 

I've long hoped for being able to have a single note, which is multi-linked to several resource points.  In other words a single note which has all of the Romans Road verses in order, then a link at each one of those verses would provide the popup.

But baring that capability, I think a series of notes is going to be your best bet.
