I've been going through my library and I seem to have noticed a discrepancy. Is the author of these books Simon Patrick or Patrick Simon?

They are one and the same person: Patrick Simon (1626-1707), Bishop of Ely from 1691 until his death, wrote both the commentaries on Deuteronomy and 1 and 2 Samuel you list. In fact, he wrote commentaries on all the books of the Hebrew Scriptures from Genesis up to the Song of Solomon, which were published in 10 volumes.
The mistake in names appears even on listings for his books on Amazon:
