Why are many public doman books not available on iPhone/Mobile Web?

Shouldn't recent public domain books automatically flow to the iPhone?  No rights are involved--what else can hold them up?

These books are not available on the iPhone or mobile web:

• Bannerman, James. The Church of Christ
• Boyce, James Petigru. Abstract of Systematic Theology.
• Candlish, Robert S. Life in a Risen Saviour.
• Hengstenberg, E. W. Commentary on the Psalms.
• Miley, John. Systematic Theology.
• Swete, Henry Barclay. Patristic Study.

I assume there are others (either that I haven't identified or that I don't have in my library).

Is it just oversight?

Just a guess, but time? They may have people working on a bunch of other books, and maybe those are on the list, but on a back burner? I guess the migration to Mobile isn't automated.
