What is the best way?
I'm not the expert so this may not be the best way, but I'd say it depends on what you mean by exact. If you're really saying an exact phrase with the same morphology etc, then I would simply do a clause search in the original language Bible. If, on the other hand, you want those two lemmas (in any conjugation/form), you could simply have the "BEFORE 1 WORD" operator between the terms.
You probably know this, but if you don't mind which word occurs before which, then you can change "BEFORE" to "WITHIN". Also, you can change the number to whatever makes sense (I'd say it's usually a good idea to expand to 2-3 and at least check the additional results).
The best way is exactly what you have up there. Put quotes around the lemmas to do a phrase search:
In NA27 this gets back 1 hit in Titus 1:9.
