In the panel menu, there are options to set the number of columns. "None" is scrolling whereas any other number of columns will paginate the display.

EDIT: Additionally: Columns set to "none" is "scrolling view" and removes footnotes (since there is no "bottom" of a page).
Well I do want the foot notes. So I guess pagination is out. thanks for the heads-up.

I just tried this as found only "none" hid the footnotes on the PC desktop. > 0 columns shows the footnotes which is why I set columns to 1 when I go to page mode
