Bug: Layouts Tab Size Problem

I use V.4 on a laptop with a 12" screen. There is only one resolution setting that displays a distortion free aspect ratio. That is 1280 x 800 pixels.  To keep type at a readable size across all programs, I set the display dpi setting to 150%..
 

In V.4 I have the “Accessibility Program Scaling” set at 90%, 
 

If I change the above to a larger value (like 100 or 110%), which would be desirable on my small screen. The options to be selected in the Layouts drop down tab are blown up and out of the tab box/window. They cannot be seen to select a different layout.

 

Can this be corrected?

I have a netbook I use sometimes with a 10" screen. I found if I leave the scaling at 100% and adjust the font size in the resources it self it is useable.
